Garage Air Conditioning F-Gas Requirements: Qualifications & Records
A practical Great Britain guide for garages that recover or recharge refrigerant in vehicle air-conditioning systems. It explains the individual qualification rule, useful records and the difference between mobile air-conditioning work and company certification for stationary systems.

1. When the mobile air-conditioning qualification rule applies
In Great Britain, a person recovering F-gas refrigerant from the mobile air-conditioning system of a passenger vehicle with eight seats or fewer, or a goods vehicle weighing less than 3.5 tonnes, must hold an appropriate qualification. GOV.UK lists the recognised qualification routes.
The rule is about the person carrying out refrigerant recovery. Keep a copy of the technician's current evidence and confirm that the qualification matches the activity and vehicle category. Different rules may apply to other refrigeration equipment, larger vehicles or work outside Great Britain.
2. Personal qualification and company certification are not the same
F-gas rules distinguish qualifications held by individuals from company certification. The GOV.UK company-certification regime is directed at specified stationary refrigeration, air-conditioning, heat-pump and fire-protection equipment. A garage should not describe itself as 'F-gas company certified' for mobile vehicle air-conditioning unless it genuinely holds a certification relevant to the activities it carries out.
For typical car and light-van mobile air-conditioning refrigerant recovery, check the technician qualification requirement first. If the business also works on stationary equipment or other systems, assess that work separately.
3. Control recovery, charging and refrigerant handling
Use equipment suitable for the identified refrigerant and follow the vehicle and equipment manufacturers' instructions. Do not deliberately release F gas. Refrigerant should be recovered by an appropriately qualified person and handled through an authorised recovery, reclamation or waste route as applicable.
- Identify and record the refrigerant before connecting service equipment
- Confirm the technician is authorised and appropriately qualified for recovery work
- Check hoses, couplings, cylinders and recovery equipment before use
- Prevent cross-contamination between refrigerants and use clearly identified equipment
- Work in a suitably ventilated area and include refrigerant hazards in the COSHH assessment
- Record recovered, added and transferred refrigerant accurately
- Use an appropriate waste or reclamation route for refrigerant that cannot be reused
4. Records a garage should organise
The exact statutory record duties depend on the activity, gas, equipment and any applicable threshold. Separately, a clear service record is useful evidence of competent handling and supports stock control, environmental compliance and customer queries.
- Technician qualification or mobile air-conditioning attestation
- Training and authorisation record for each technician
- Refrigerant purchase records and supplier details
- Job record identifying vehicle, refrigerant type and quantities recovered or added
- Recovery-equipment maintenance and calibration evidence
- Cylinder inventory and storage checks
- Waste consignment or transfer evidence where refrigerant leaves as waste
- Incident, leak and corrective-action records
5. Buying refrigerant and using recovered R134a
Suppliers of F gas have duties to check qualification or certification details and retain sales records. A garage should be ready to provide the correct evidence when buying refrigerant and should keep its own purchase trail.
The Environment Agency's current regulatory position statement RPS 226 allows specified use of R134a recovered from end-of-life vehicles only when all of its conditions are met. It includes five-year record requirements and is not a general permission to use any recovered gas. Check that the statement remains current before relying on it.
6. Workshop safety beyond the F-gas qualification
A refrigerant-handling qualification does not replace the wider workshop risk assessment. Refrigerants can create pressure, cold-burn, displacement-of-air and, depending on the refrigerant, flammability risks. Air-conditioning work on an electric or hybrid vehicle may also interact with high-voltage systems.
Assess ventilation, ignition sources, cylinder storage, manual handling, emergency arrangements and the competence needed for the exact vehicle. Follow current safety data and manufacturer information rather than relying on refrigerant colour, connector type or previous experience.
7. Geographic scope and keeping guidance current
The GOV.UK links below describe the Great Britain regime. Northern Ireland remains under a different F-gas framework, so an NI workshop should check current DAERA/NIEA requirements rather than assuming the GB rules are identical. F-gas controls are changing over time; record the source and review date used for the workshop procedure.
